The level of English proficiency of a person is usually measured by their ability to use the language in an effective and accurate way. The advanced level is for those who have a good understanding of the language and can use it in more complex conversations. They may still make some mistakes, but their fluency and grammar are typically better than at the intermediate level. The proficient level is for those who have a very good understanding of the language and can use it in all situations with very few mistakes.
